Knowledge Studio stores judgment rules. A rule says when a recommendation should observe, pause, scale budget, reduce budget, segment before judging, ask for more evidence, or only alert. These rules are not the brand voice and they are not the KPI targets.

Card states

  • Active tenant rules are used before the global fallback.
  • Drafts wait for review. A rejection can save a draft. A draft does not change spend.
  • Global fallback rules are read-only ADSMCP defaults. They apply when no active tenant rule matches.
  • Archived and rejected cards stay out of the active set.
A card names a platform, a topic (performance_judgment or budget_scaling), an action, an entity, when it applies, when it does not, a recommended behavior, and a confidence of low, medium, or high. The platform list still contains a Snap value. Snap Ads are withdrawn. Do not create a card to reconnect Snap. An active card can change the wording of a recommendation. It cannot approve or execute that recommendation. Spend still waits in Approvals.
