# Knowledge Studio

> Tenant judgment rules that sit in front of Pending Actions, separate from brand voice and KPI targets.

[Knowledge Studio](https://adsmcp.si/dashboard/knowledge-studio) stores judgment rules. A rule says when a recommendation should observe, pause, scale budget, reduce budget, segment before judging, ask for more evidence, or only alert.

These rules are not the brand voice and they are not the KPI targets.

| Source | What it decides |
| - | - |
| `CLAUDE.md` | Voice, banned terms, and creative preferences. Sync with `sync_brand_context`. |
| `STRATEGY.md` | Target ROAS, CPA, CTR, and spend limits. Sync with `sync_strategy_context`. |
| Knowledge card | How to judge a campaign, ad, keyword, or account before a recommendation becomes a Pending Action. |

## Card states

* **Active tenant rules** are used before the global fallback.
* **Drafts** wait for review. A rejection can save a draft. A draft does not change spend.
* **Global fallback rules** are read-only ADSMCP defaults. They apply when no active tenant rule matches.
* **Archived and rejected** cards stay out of the active set.

A card names a platform, a topic (`performance_judgment` or `budget_scaling`), an action, an entity, when it applies, when it does not, a recommended behavior, and a confidence of low, medium, or high. The platform list still contains a Snap value. Snap Ads are withdrawn. Do not create a card to reconnect Snap.

An active card can change the wording of a recommendation. It cannot approve or execute that recommendation. Spend still waits in [Approvals](/approvals).
